PAC Must Be the First to Practice Democracy-DPP

DEMOCRATIC PRPGESSIVE PARTY (DPP) PUBLIC STATEMENT DEMANDING ACCOUNTABILITY, INTEGRITY AND HONESTY ON THE PART OF THE PUBLIC AFFAIRS COMMITTEE (PAC) ISSUED AT A PRESS CONFERENCE HELD IN LILONGWE ON 6TH JUNE, 2017

INTRODUCTION

The Democratic Progressive Party (DPP) is a party founded on the principles of democratic accountability and champions people-centered development agenda. Malawi under the DPP continues to register tremendous progress in our socioeconomic development. President Professor Arthur Peter Mutharika who is State President of Malawi and leader of the DPP is providing solid and trusted leadership to this nation with the development interests of the people and the country at heart. It is against this background that the DPP wishes to convey our deepest concerns over the recent conduct of the Public Affairs Committee (PAC) especially in the run up to PAC’s so called 5+1 All-Inclusive Stakeholders Conference planned for 7 and 8 June 2017.

SELECTIVE APPROACH TO CONFERENCE PARTICIPANTS
The DPP has observed with great shock and sadness the manner with which PAC has handled invitations to the Conference. We have noted with disbelief the deliberate efforts to sideline the DPP and ensure non-participation of the party at the Conference. While we hear reports of other political parties being invited, PAC has not sent any invitation to the DPP as such communication is supposed to be received by the Secretary General who sadly up to this moment has not heard anything from PAC.

PAC CHAMPIONING THE OPPOSITION AGENDA

We also note with utter consternation deliberate machinations on the part of PAC to create a platform for opposition political voices and maximize presence of key Opposition Party agents in the processes leading to the Conference and during the Conference itself. For example, key opposition political figures have for the first time been taken on board PAC’s conference planning sub-committees. The sub-committees are operating in the 3 regions in the South, Center and North of Malawi. This is evident through active participation of Mr. Moses Kunkuyu of the Transformation Alliance, Hon George Nnesa of MAFUNDE party, Mr. Joseph Chikwemba of PP, Hon Uladi Mussa of PP, who have also received tremendous politically skewed advice from Right Hon. Lazarus Chakwera of MCP and Hon. Kamlepo Kalua. We have strong evidence about their meetings which sadly left out the DPP. Some anti-government activists are also part of the PAC political scheming and these include Mr. Allan Ntata and Dr. Billy Mayaya.

PLANS FOR ANTI-GOVERNMENT PROTESTS

The DPP is further concerned about plans within the PAC Conference to mobilize over 300 youths and residents of Blantyre to be drawn from Ndirande, Chilimba and Lunzu and other townships. Others will be drawn from parts of Thyolo under Mr. Vincent Wandale’s so called Peoples Land Organization (PLO). Our strong intelligence confirms the evil plans where these over 300 people will break into spontaneous protests around Mount Soche Hotel, the venue of the Conference with anti-government placards and messages. We in the DPP would like to strongly condemn PAC for devising such violent mechanism. As a peace loving party governing a peace loving nation, the DPP urges the Malawi Police to curb any acts of violence. Further to this, PAC, through its opposition political agents, has coordinated these rioters to meet at designated points. These include National Library premises next to Mount Moche Hotel for a group that will pour in from Chilimba-Mbayani area, at the Immigration office premises for a group that will spring from Zingwangwa area, another group will convene at Mibawa bus stands, others will team up at Delamere House opposite Old Town Hall, while sprinter groups will also meet at “Nandos”, Blantyre Market and Ndirande markets. The DPP wishes to caution PAC and its anti-government agents causing anarchy and that PAC will be held accountable for any loss of life and property. PAC should not rekindle the sad memories of the 20th July 2011 tragic events.

LOSS OF ACCOUNTABILITY AND GOOD GOVERNANCE IN PAC

The DPP is worried with reports of internal divisions in PAC perpetrated by a few PAC Executive Members who have imposed an agenda for regime change on the rest of PAC membership. We wish to remind PAC to demonstrate the spirit of inclusiveness by not stifling opposite views from within its ranks. PAC must lead by example as a true human rights and democratic entity and PAC must be the first to practice democracy. Reports that PAC wants to discipline Bishop Dr. Bvumbwe, Bishop Malasa, and Sheikh Chabulika are unfortunate and PAC must desist from practicing dictatorship in its processes. PAC should also demonstrate accountability by telling Malawians the source of its funds including funding for this Conference. We are aware that UNDP has withdrawn their funding to PAC because of the politicization of PAC’s programs through dominance of opposition politicians. PAC must declare its sources of funds as any silence on this matter will confirm reports that a larger proportion of the funds for this Conference is from some opposition political leaders.

CONCLUSION

We in the DPP, pursuant to our deep desire to continue promoting democracy and development in Malawi, wish to announce that although we have not been invited to the Conference, we will send our representative party leaders and party members. Without the DPP presence, we will cast doubt on the definition of “inclusiveness” that PAC is using. We also wish to reiterate that the plot by PAC to unleash violence and chaos is simply because the Opposition Parties now have no good reason for replacing this government before 2019 since the DPP-led government is on track on right course to transform Malawi into prosperity. This is evident through successful reforms, food availability, zero deaths due to hunger, a booming economy even as certified by the IMF, restoration of electricity supply, and many other achievements. This progress is clear testimony of the focused leadership Malawi is enjoying under President Professor Arthur Peter Mutharika.
